Taiwan had to introduce cost-sharing for pharmaceuticals because of abuse of the system. I truly because cost-sharing is necessary to keep total costs reasonable and unnecessary visits down. Plus, it offers a minor incentive to actually be healthy. Health should be a personal responsibility just as much as a government responsibility. I don't support subsidizing unhealthy habits.
