I've had far too many high-school teachers allow students to study copies of tests. The teachers are so worried about grades that they're willing to sacrifice integrity (?) to inflate them. As I understand it, this is something of a nationwide issue. When these students get to college, why should we expect them to expect any differently? This argumentation is assuming that the students really did cheat, but I suspect that there is not yet enough conclusive evidence available to make that call.
