it's certainly an interesting approach. offering a chance at an iPad could get people's attention and get them to take a deeper look at the opportunity than they would otherwise. balanced against that you'll almost certainly get a whole bunch of applications from people who aren't remotely relevant. so there may be other ways to spend the money more effectively. in any case you might also want to combine it with in-person networking. not sure where you're living, but if there's a Startup Weekend or other similar events near you it's a great place to meet people and see if you click.
