The barriers to justifying round-the-clock surveillance of someone were far higher when such activity entailed paying for round-the-clock manpower. An individual would need to have made very wealthy or very determined enemies in order to demand such close attention but technology has lowered these barriers such that literally everyone with a smartphone is effectively under round-the-clock surveillance.
