The article makes the incorrect assumption that tracking depends on HTML and/or JS/images. If we managed to revive Gopher, browser makes would soon build tracking into browsers and publishers would simply track on the server side like Cloudflare does already (https://www.cloudflare.com/analytics/ https://www.cloudflare.com/analytics/).
