This video demonstration from PHE provides a striking comparison between smoking and vaping.       PHE are doing a pretty good job I think. They're telling smokers that vaping is much better than smoking. They're telling shops not to sell vaping supplies to people who were not previously smokers, and that self-regulation while inconsistant seems to be working okay at the moment.
