I believe GP is talking about Israel's oft denied nuclear missles program which everyone knows they have but they refuse to confirm. They're probably breaking some nuclear non proliferation treaty put into place by a bunch of nuclear powers. (Whether there's anything wrong with the people with sticks saying no sticks is a different matter). Israel definitely has nukes already, they're not working towards it.
