It doesn't matter if the genie is outta he bottle. Bio weapons were well out of the bottle when countries largely agreed to put that away. I think the problem is main countries won't see the massive deaths as a problem for them but an assets and the race is on to develope the best. To stop this essentially we need to get US, China and Russia to all agree to ban these and the world will mostly follow..but in todays political environment I can take see that happening.
