This law is wrong. That said, it feels more like a way to have a charge against somebody who is suspected of being a terrorist, but who hasn’t violated any laws yet. It could also be designed to limit flow of propaganda by putting a fear into young people who might be tempted to share with peers. It’s wrong, I’m just not convinced it’ll be used as you predict.
