Ask HN: What is ONBOARD-2698?

I see it in Twitter's robot.txt file, as well as many others: https://twitter.com/robots.txt > # Wait 1 second between successive requests. See ONBOARD-2698 for details. Is this some internet meme?

I'd guess thats a reference to a twitter-internal bugtracker - JIRA issues have that format.
