Thats probably why it was mentioned that the state could only find/allocate 30-odd billion, for a project that had potentially ballooned to 98 billion. Sure there is the possibility of some administrative process to make this announcement, but I'm not aware of it, so feel free to find a potential problem. Legislatures often delegate wide authority to their head of state, so it could be a really old and obscure power of the Governor.
