Targeting doesn't really work that well. There are numerous claims by companies that spending X dollars on Google ads or FB ads did not provide sensible ROI. Personal anecdote - I find targeted ads more boring and irritating than standard ads in the press - they are either predictable and therefore don't catch me off guard or they are just plain silly - data driven mistaken predictions.
