But why does every single DE has to reinvent the wheel with hotkeys? Why can't we have that provided by Wayland? (or maybe by libhotkey, if you wish). Why so much effort in replicating the same functionality over and over must be wasted in the entire linux ecosystem?

Not ever single DE, but the Compositor a DE uses must have it implemented. Though Compositors may share libraries as well, and a unifying library might very well be developed for this.
