I agree fully. It's a bummer that the "Photo access" permission isn't further split down into read or write access. What you can do – at least partially with some apps – is: open Photos, select photo, tap the share button, select the app you want to send the photo to. I use this workflow to send photos via WhatsApp, because I don't trust WhatsApp to NOT upload all kinds of meta data (or thumbnails, or photos themselves). Unfortunately, this doesn't work with all apps.
