RIPE stores every BGP update message sent through the AMSIX in an Oracle DB. I know this because I know the guy that does it. I don't know specifically about ARIN but we can safely assume they do the same. Unless someone actually goes and looks at what was being sent by Chinese BGP routers at the time of this supposed outage they should STFU. I'm not saying this is definitely BS. But the article is seriously short on details.
