This was likely in MA, not CA. It is marijuana abuse because it’s illegal to use.
- meritt 8y ago1) People can travel between states, or even to other countries, during a lifetime. 2) MA legalized medical usage in 2013. 3) "Drug abuse" has nothing to do with the legality of the substance. It's whether or not the substance impairs the individual and that it was used for non-medicinal purposes.
