Regarding b), what do you mean exactly? If you're talking about cgroups, you can delegate part of the hierarchy to a supervisor process via the Delegate= directive, as documented at https://systemd.io/CGROUP_DELEGATION https://systemd.io/CGROUP_DELEGATION
