Right, a measure like 98% doesn't suggest that the remaining 2% are unpredictable and thus dangerous. It could easily mean something like "drives perfectly in every situation except for X type of weather", where the fleet is grounded whenever X is present or imminent. That being said, I don't think musk's estimate is reasonable.
