Yep, I tried to run mine in ~/.homebrew but gave up. I can't remember why, but stuff was breaking and it was clear Homebrew didn't want you to do it. I've spent some of my career building packages from source and I know the assumptions you get stuck with because the app developer hard-codes certain things. So it makes sense they just go for what is most standard and expected.
