How about making it illegal for an autonomous car to contain no people when it's moving? (With licenced exemptions where necessary) I know that might sound stupid, but what kind of world are we planning here... One where old people, drunk people, blind people, tired people, children, or those without a licence, can get exactly where they are going? Or one where we can sack all the delivery and taxi drivers? Because if it's just the second, then self driving cars are significantly less interesting for me. For most cities self driving cars are not going to be better from an environmental / congestion perspective than properly funded public transport.
