There is no type of working space that offers even minimal required functionality to perform the basics of a programming job other than a single-occupancy private office with a door that closes for privacy. Not to mention that all the research indicates this turns out to be cheaper than open plan / cubicle / pod / etc. layouts after factoring in productivity losses from those layouts.
