I'm in favor of PWAs but I never understood why Jobs originally planed to distribute apps in such a open way. He must have known that this would drastically limit Apple's power to decide what runs on customers devices. Do you have more information on this? Anyway, Apple seems to have changed their mind rather quickly after releasing the App Store.
