This requires sidings at all tops in both directions to enable passing, something not currently envisioned for 90% of the stops (iirc). This would require an additional crossing of the California Coast Ranges (crossing the Diablo Range somewhere between Oakland and Fairfield), and a new tunnel across the bay between SF and Oakland. Both would be $$$$$ megaprojects.
