I got the exact opposite impression over time: so far, the EU's stance has been the more reasonable of both sides. You can't have your cake and eat it, as they say. I had actually hoped for a tougher approach, to be honest. But this would just punish the people who are most affected. And in this regard, the EU's side is, again, the more generous. E.g., most member states are putting in effort to make things as painless as they can for British expats. The British government, on the other side, is hanging them out dry.
