My former boss (front end web) had a similar rationale for forcing the team to use old MacBook airs.
I think it’s reasonable if you have cloud everything. We did not. We had to deploy directly from our machines, which basically made the laptop unusable for 12 minutes on every deploy. Also, sketch + slack + chrome + dev env basically meant swap was the normal state of affairs (random 10 second hangs all day every day). But at least I could talk to other people and decrease their productivity while I was waiting to be able to work.
On the plus side I was very motivated to optimize our build system.
