Inform readers if the site was registered in the last 3 months, or claims to be Colorado-based but has a Bulgarian IP address, or plagiarized a bunch of articles from a different source. It may not shut down all forms of manipulated information, but it can stymie the flow of procedurally-generated blogs that are triggering so much confusion.
