I think the article is not in disagreement with you - probably the headline was drafted to generate clicks, but the substance of the article is different in tone. Mostly the article points out that the transportation system is complex, and building capacity is a necessary but not sufficient step. IMHO, the congestion that we see now in LA freeways - much worse than in, say, the 1990s - will provide a slow incentive toward re-orientation of business and homes along transit lines.
