Companies like Twitter would get a significant discount from any provider, though I imagine AWS as market leader would have less incentive than GCP to go quite as deep. Disclosure: I worked for GCP until early 2015, but I haven't worked for Google since then, have no inside info on this deal and am not relying on anything from my time at Google for this comment.
