My 2 cents Communicate to IT team about new responsibilities being introduced and how this affects their current role. Explain to them why the business requires this change. Consider the bandwidth of the team, are they about to take on these new responsibilities without affecting their daily duties. If they cannot manage maybe another team needs to be spun up. To get individual confidence up training, workshops and learning resources can help with getting up to speed. Maybe hire a senior engineer to mentor. Set reasonable goals and soft deadlines to try to gauge levels of performance. Mainly to check how people are getting on or if something is not changing. As responsibility increase maybe compensation can help to motivate.
