Make it illegal, which the U.S. has done, and prosecute companies which do it. There is a very long history of exploiting labor in the U.S. This country was built on it (slavery, railroads, etc...). If this behavior is not curtailed, history tells us that it will be exploited more than it is engaged in innocently.
