Probably, the cold has something to do with that.

  This is true. I know at least a dozen former Minnesotans, and the number one reason they all cite for leaving is the weather.

  Yeah, that probably has to do with the population decline. But as for the rating, North Dakota is at #8, so I don't think cold weather is hurting that.

  Have you even lived in Texas for a summer? Cold you just put coats on.
