I think you're right. If I find this article after two years then it won't be so modern anymore so the title won't fit. If the author needs to put a time indicator then -- as you said --the year could be a good fit. Modern is used a lot in the js world with little other meaning than that it is not "what you write is what gets sent to the browser".
