Exactly. Even my personal VPN (Streisand) running on a cloud-hosted VPS is not safe if I decide to become a criminal. All LE would have to do is subpoena my hosting company and monitor incoming connections. A VPN may slow a nation-state down a little, but it will certainly not stop them.
