Apologies for being dense, but: a) Regarding the right to be forgotten and GDPR, can't you handle it manually when you're small and automate it when you're big? Complaints should be proportional to the number of users, so it hardly seems like a problem. b) Article 13 is apparently "a proposal to end the appearance of unlicensed copyrighted works on big user-generated content platforms". I don't know what "big" means, but presumably it excludes "new players" that haven't gotten "off the ground".
