Didn't korea develop as a military dictatorship (taiwan too) and only pivot to a western style system only after it found economic stability? An alternative way of looking at it might be: western style governments work best in countries with an existing economic base. A western government hasn't done so hot in India or the middle east: it's not a panacea.
