A couple of things that I recall. Any commercial activity was severely frowned upon. No adds, promotion, etc. Anyone remember the "Green Card Lawyer"?[1] Raised quite a stink with his spamming usenet for business. And I recall there being rumors of anonymous ftp sites containing pornography. But word was such a site couldn't exist as it would immediately swamped with so much traffic that it would be shut down.
