I like this list enough that I intend to read more by Meadows, but it seems to me that tax policy isn't just limited to #12, but can play a notable role in #11 down through #5. Particularly #5 and #6. In fact, a lot of the items on the list aren't entirely distinct from one another. That doesn't mean the list is bad -- I think it's powerful enough to try and articulate as many semi-distinct inflection points for a system as one can. Just that I'm not sure that the ranking is pure.
