It is ironic but not entirely surprising. Microsoft is enormous and the process for managing Bing as a product is probably so onerous that even integrating an “in-house” system might take years and incur heaps of bureaucracy.
If Bing really wanted to do this, it’d probably be the same process as a separate company, except that the email domain of the parties working on the integration would be the same.
