I knew quite a lot of "polite Nepalis" that met this description when I lived and worked in Nepal. There are lots and lots of CS programs but few good professors. Students have to do much of their learning on their own. They reach out to the Internet for these reasons. They also may not have grown up with Internet access but only gotten it after moving to the city for school.
