Even though the company is still a startup, have them do a quarterly company review where each one is reviewed for their productivity/contributions. If what you’re saying is true, that persons irresponsibility will show. This is the time to put them on a performance plan (improve in X weeks/months) and if not, they will be fired. This does a couple things, it puts everyone in check, including yourself, and does an honest review of everyone.
