  That's pretty much what it is. Its an interactive, disassembler. Its goal is to help you reverse engineer a compiled binary. From what I read, its similar to the commercial IDA Pro( https://www.hex-rays.com/products/ida/index.shtml https://www.hex-rays.com/products/ida/index.shtml ) There are a few photos on the site, to give you an idea of how everything is laid out.
