I think the jab is more because it's "different to how it's previously been done" vs being "mentally complex". At a stretch, I can definitely see how someone with strong roots in CSS development could see camelCased CSS as being convoluted. I think it's looking at things from a very narrow perspective, however. Out of all the arguments in this article, I think this is definitely one of the weakest.
