I think the biggest thing we can do is to target individuals in social situations that are more likely to turn to a criminal life and intervene early on. People without parents present, people from places of poverty or crime, etc. Take them in and provide developmental assistance. Maybe that means a mentor, maybe it means giving them respectable clothes or other little items so they can fit into a healthy citizen. People aren’t born criminals. We make them as a society (for the most part). The problems with this of course come down to paying now for a better tomorrow and being able to accurately identify these individuals. Other than that it’s like the problem in health care - we’re trying to treat symptoms that needed to be avoided yesterday.
