I have a rather cheap monitor (as many other people probably have) and I can barely make out the grip of the scrollbars when I don't sit straight in front of the display. What about people with bad eye sight or colour-blindness? I am sure they have even more trouble than I have. Windows 10 does BTW not allow to change the scrollbar colours even though it was possible in most older Windows versions. They simply don't care about accessability and userability these days.
