Considering that unlike education it is one time investment, doesn't need to be applied to all people at once†, naturally propagates through intermarriage, i think it is safe to assume that split of humankind into two species: smart and rich, poor and normal is a very unlikely event. † it is actually very important to have a large number of unmodified people for several generations for extra safety
