If by "modern internet", you mean TCP/IP, then no. You'd need a circuit-switched network to do that, and those are all obscure/niche networks except for the Pub

If by "modern internet", you mean TCP/IP, then no. You'd need a circuit-switched network to do that, and those are all obscure/niche networks except for the Public Switched Telephone Network.
Real landlines work even if the power is out.
