I've seen a video which made a lot of sense to me, but what I think is happening is the American government is better there will be an oil glut in the future. Not only have more countries found large supplies of oil, but with electric cars quickly become a huge market and tech adoption being high they are betting this will lower oil demand. That's not even mentioning that we are only one valid solid-state battery breakthrough from making large vehicles electric too.
