To block this on android without root, install dns66 from f-droid (an adblocker that emulates a VPN and works with hosts files) and add https://a.uchi.moe/jwmkqn.txt https://a.uchi.moe/jwmkqn.txt as a host file. I think when first installing there still is a 'bug' where you have to edit the url of included Peter Lowe's list from http to https before you can update the lists.
