This is such a frequently peddled lie it has become a cultural truth. The saying neglects to mention that same volume of drivers on expanded roads is always better for traffic—which is why we ask for more lanes and better roads.
Since driving is the preferred mode of transport, the fact that a reduction in traffic encourages more driving (and congestion) should not surprise anyone.
The question we should be asking is whether people are being better served stuck at home afraid of traffic or would they be better off getting out and going places.
