Is this tool using different methods than pngquant[0]? Pngpal looks like it won't touch the image if it can't palletize it, whereas pngquant will resort to loss

Is this tool using different methods than pngquant[0]? Pngpal looks like it won't touch the image if it can't palletize it, whereas pngquant will resort to lossy compression.
